Where I live it would be considered to be blocking the footpath and anyone with a widish mobility scooter would get quite irate, possibly leading to a parking ticket and/or keying the car. The general rule is cars should stick to roads and proper parking spots, leaving footpaths for pedestrians and other slow moving people.
